The 19-year-old Brazilian is reportedly on the radar of a number of top European clubs.
"We know of the interest. We were informed of the news, but the player does not want to go," Wagner Ribeiro told reporters.
"We are not open to talks because Lucas has expressed an interest in staying.
"Sao Paulo also have no desire to open negotiations."
Lucas has already won ten caps for the national team.
