Chelsea were reportedly only prepared to loan out Antonio Rudiger if they received £12.5m for the 2020-21 season.
The centre-back was heavily linked with a move away from Stamford Bridge during the summer transfer window after falling down the pecking order in recent months.
Tottenham Hotspur, West Ham United, AC Milan and Paris Saint-Germain were all credited with an interest in the Germany international.
However, according to The Athletic, none of the clubs had intention of meeting Chelsea's demands for the 27-year-old.
As well as Rudiger's £7.5m-per-year wages being paid in full, the report claims that Chelsea also wanted to receive a £5m fee.
Although the player is yet to represent Chelsea in any competition this season, manager Frank Lampard has left the door open for a recall during the closing months of 2020.
