The 26-year-old was the subject of a summer-long transfer battle as he repeatedly stated his desire to join London rivals Chelsea, who had a £40m bid rejected.
Manchester United are also long-term admirers of the Croatian.
Current White Hart Lane chief Harry Redknapp is the favourite to become the next permanent England manager in May, meaning that there is an uncertainty over who will be in charge next season.
Spurs have reportedly offered Modric a £100,000-per-week contract, along with a £3.5m signing-on fee, however the player has postponed his decision until the future of the club is clearer, according to The Mirror.
Modric has made 52 caps for Croatia since making his debut in 2006.
