Arsenal manager Arsene Wenger has bemoaned the lack of financial fairness in modern football.
The Frenchman believes that the current big-money spending by the world's top clubs is having a negative effect on the game.
"A long time ago, when you look at the history of English football, everybody could win the Premier League," Wenger told the club's official website. "We have gone to the modern business period where that's not possible anymore.
"I feel, in general, football has to come back to give priority to the game, to the quality of work inside a club and give everybody a better chance."
Wenger was speaking on the Gunners' pre-season tour of Asia.
