The 26-year-old came close to joining Chelsea last summer only to remain with Spurs, but he has claimed that he is now ready for "the big tests".
"I will decide my future after the Euros. I will make the decision where to continue my career. I'm ready for the big tests," he told The Mirror.
Manchester United and Manchester City have both reportedly registered an interest.
