The former PSV Eindhoven man joined the Serie A side on Wednesday for a fee believed to be in the region of £15m.
"Strootman is a high-level player," Garcia told reporters.
"He's very technical and he asks for the ball. I like his determination, his desire to win and his leadership."
Garcia was speaking after his side ran out 9-1 winners to Riscone on Wednesday.
