West Ham United's Sam Byram has been linked with a move to the City Ground, but according to the Nottingham Post, Lockyer has been identified as a backup option.
The 23-year-old has made an impact for Bristol Rovers in League One, while the versatile player has already been handed his international debut with Wales.
Lockyer has spent his entire professional career at the Memorial Ground, helping Rovers progress back up the English football pyramid after relegation to the fifth tier in 2014.
