The report claims that Bayern want £23m for the former Barcelona youngster but could be forced to lower their asking price if they wish to sell him before the October 5 deadline.
Mikel Arteta's side, meanwhile, are said to be in talks with Real Madrid over another loan for Dani Ceballos.

Liverpool pair Divock Origi and Rhian Brewster have reportedly emerged as potential transfer targets for Leeds United.
Ahead of their return to the Premier League, the Yorkshire giants are eager to strengthen in several areas of the pitch, including in attack after only Patrick Bamford reached double figures last season.
According to The Mirror, this has resulted in Origi and Brewster both being added to Marcelo Bielsa's shortlist.
Despite featuring on 40 occasions last season, just 13 of Origi's appearances came from the starting lineup, involvement which has left the Belgium international to consider his future.
