Everton captain Phil Neville has expressed his frustration over a lack of investment at the club.
The Toffees have been quiet during recent transfer windows due to minimal funds at Goodison Park.
"[It is] a massive disappointment sometimes," Neville told Sky Sports News.
"You get a little bit frustrated because we know we are a club on the verge of doing something special. Taking that next step.
"Over the six or seven years I've been here, we've been so close - and yet so far at times. Because we've been so close, that makes it even more frustrating."
The Merseyside club announced on Thursday that Landon Donovan would be rejoining the club on loan for two months at the beginning of January.
