'Kick It Out' chairman Lord Ouseley has slammed UEFA over the punishment given to Serbia relating to incidents during and after October's Under-21 match against England in Krusevac.
The Serbian Football Association have been fined £65,000, while four of their players have been banned after a mass brawl broke out at the final whistle of the Euro 2013 playoff.
However, England's Steven Caulker and Thomas Ince have also been suspended, despite being part of a group of players who were racially abused by home fans throughout the match.
"'Kick It Out' shares the concerns of many in football that abuse aimed at black players isn't taken seriously enough," Ousman told the organisation's official website. "This is a paltry slap on the wrist and again we haven't seen decisive action from UEFA."
Both countries have three days to appeal UEFA's rulings.
