The Red Devils fell short in their attempt to sign the England international early in Mourinho's Old Trafford reign and have since turned their attention elsewhere.
With another busy summer of transfer activity expected at United, though, Transfermarketweb claims that Mourinho will renew his interest in Dier by tabling a £55m bid.
Spurs chairman Daniel Levy is reluctant to sell any players to a direct rival, but United are said to be confident that their big opening offer will at least allow them to negotiate.
