The Japan international has failed to cement a regular place in United's starting lineup since Moyes took over at Old Trafford in the summer.
The Scottish boss may opt to sell Kagawa back to his former club Borussia Dortmund in order to pave the way for Galatasaray's Wesley Sneijder, according to The Express.
Kagawa has made 12 appearances under Moyes this season.
