Emre Can has left the club on a free transfer, but Jordan Henderson, James Milner, Adam Lallana and Alex Oxlade-Chamberlain provide further competition for places in the middle of the park.
Turkish outlet A Sport reports that Wijnaldum is weighing up his options and could leave Anfield to join Fenerbahce.
The 27-year-old's former PSV manager Philip Cocu is currently in charge of the Istanbul club and is thought to be interested in the prospect of linking up with the Netherlands international once again.
Wijnaldum featured 49 times for Liverpool across all competitions last season, playing a key role in helping the club to the Champions League final.
