Leverkusen came into the game and came close through Son Heung-Min, but his shot from outside the box after being found by Stefan Kiessling fizzed just wide of the post.
It was end-to-end football, but the crucial opening goal came just before the half-hour mark for the visitors.
Gonzalo Castro's shot from a central position in the box was deflected past Ron-Robert Zieler in the home goal.
However, Hannover responded well and Rudnevs atoned for his penalty miss five minutes after the opener. He fired towards goal from outside the box and found the bottom corner with a fine strike.
