FC Koln managing director Jorg Schmadtke has stated that the club will not be re-signing Lukas Podolski from Arsenal.
The Germany forward has admitted that he is frustrated with life at the Emirates Stadium after falling down the pecking order.
Schmadtke has said that Koln do not have the funds available to sign the 29-year-old, who left the Bundesliga side for the Gunners in 2012.
"We do not have €5m (£4m) and we can't pay the salary for a player like Podolski," he told Bild. "Podolski needs a team where he can play to its strengths and bring them to full advantage.
"We cannot currently offer that. I told him our point of view and I think Lukas sees it the same way."
Podolski has previously had two spells at Koln, between 2003 and 2006 and from 2009 to 2012.
