However, Kei Kamara had an opportunity to break the deadlock shortly before half time when he broke free of the Wigan defence but he delayed his shot and Antolin Alacaraz was able to tackle the forward.
The defenders continued to enjoy most of the success in the second half but Bradley Johnson did go close for Norwich on the hour mark when he drilled a low effort wide of the post.
Wigan looked like they would take the lead when Alcaraz directed his header towards the corner of the goal but Jonny Howson reacted to clear the ball off the line.
Norwich defended impressively in the closing stages as Wigan increased the pressure and it looked like the visitors would hold on for a point.
However, Kone snatched the three points for Wigan with nine minutes remaining as he collected a pass from Jordi Gomez before driving the ball past Lee Camp.
