The 19-year-old is thought to have come close to joining the Swans from Birmingham City last summer before agreeing to move to the Canaries.
According to The Mirror, the East Anglian side have already rejected an offer from the Welsh club, but are braced for a second approach by Danish coach Michael Laudrup.
The England Under-21 international has scored one goal in 19 Premier League appearances this season.
