Silva is not involved in a tournament with Spain for the first time since 2011, and The Mirror claims that City will take advantage by ensuring he will be fully fit for the start of the new campaign.
Vicente del Bosque is expected to be without the 29-year-old for the Euro 2016 qualifier against Belarus on June 14.
Silva has made 45 competitive appearances for club and country since last summer's World Cup.
