The home side were frustrated in their search for a goal throughout the first half, with Mirko Vucinic denied by a strong save from Stefano Sorrentino.
Andrea Pirlo and Paul Pogba also fired wide with efforts from long range, before Fabrizio Miccoli tested Gianluigi Buffon with a drive from distance at the other end.
Palermo came close to taking a shock lead after the interval when Miccoli struck the woodwork with a powerful effort.
Just before the hour mark Juve were awarded a spot kick as Massimo Donati brought Vucinic down in the penalty area with a nudge in the back.

Vidal made no mistake with a composed spot kick to put Antonio Conte's side ahead.
Palermo searched for a late equaliser to aid their fight against relegation but were unable to trouble a disciplined Juve backline, with Alejandro Faurlin spurning a gilt-edge chance in the closing stages.
Five minutes from time Pogba was sent off as he appeared to spit on Salvatore Aronica, but Juve held on to record their eight straight win and retain the Scudetto with three games to spare.
