The 16-year-old made his Premier League debut for West Bromwich Albion last season, but is believed to have his heart set on a move away from The Hawthorns.
Brown operates primarily as a midfielder but is a versatile option, playing in a variety of positions as an England youth international.

West Brom are reported to be furious at losing their academy's brightest prospect and will seek substantial compensation from Chelsea at an independent tribunal.
