The two clubs agreed a £49m fee for the 20-year-old at the weekend, following months of speculation over his future.
According to Sky Sports News, he has finished his medical with City and is expected to join the club's pre-season tour of Australia when the deal is completed.
Sterling scored 11 goals in 52 games for Liverpool last season.
