Lee Camp was lucky not to be sent off in the first half, after handling the ball outside of the box, but a lenient referee showed the Forest keeper a yellow.
Guirane N'Daw put the home side ahead after 30 minutes with his first goal since joining Ipswich on loan from St Etienne.
Forest leveled the scores just before the hour mark. Billy Sharp charged down the wing to set up Dexter Blackstock for the equaliser.
The scores were level for just two minutes. Ipswich were awarded a penalty after DJ Campbell was brought down in the box. Campbell took the spot kick himself, but Camp parried the ball, Luke Kyam following up to get the goal.
Daryl Murphy sealed the victory with Derby's third in the 90th minute.
The three points lift Ipswich above Sheffield Wednesday and Bristol City.
