The 22-year-old was deemed surplus to requirements by new Wolves boss Nuno Espirito Santo, who sanctioned his loan away from the club in order to gain more first-team experience this term.
Graham had also been linked with Premier League Leicester City as well as Championship sides Hull City and Leeds United in recent days.
"I'm over the moon," Graham told the Fulham website. "It's a wicked club to be at. I know how big a club it is. I know where it belongs, and as soon as I heard of the interest I couldn't wait to get down here and hopefully be part of a big season."
Since his arrival at Molineux in 2015, Graham has featured 17 times for Wolves but spent 15 months on the sidelines after suffering a serious knee injury in January 2016.
