While the lack of progress has led to interest from elsewhere, the playmaker has previously suggested that he is settled in London.
According to beIN Sports, this has resulted in Spurs moving quickly to discuss terms with the 31-year-old, who has previously played under Jose Mourinho.
Presenter Richard Keys said on the channel that Willian and Mourinho had already held talks regarding a switch across England's capital.
William has recently acknowledged that he remains friends with the Portuguese.
