The 34-year-old's performances in Canada have ensured that she will return to the world's top 20 next week, but the American is keen to continue her remarkable run in the tournament.
Serena edged a tight first set on a tie-break before Venus roared back in the second with two breaks of serve to take the match into a decider.
The first five games went with serve before Venus broke in the sixth and eventually held on for a 6-7 6-2 6-3 triumph.
She will now play either Agnieska Radwanska or Ekaterina Makarova in tomorrow's final.
