Judy Murray's team had looked on the brink of elimination against Ukraine on Friday before storming back to set up the tie with Belarus, who were headed by former world number one Victoria Azarenka.
Great Britain were no match for their opponents, who soon established a decisive advantage after the two singles matches.
After Johanna Konta had suffered a 6-0 6-1 defeat to Olga Govortsova, Azarenka got the better of Heather Watson by a 6-1 6-4 scoreline.
