The Mirror claims that Villa are prepared to offer £1.5m for the player, but they have informed the Premier League champions that they won't match the £3m fee that they want.
The report says that Sinclair enjoyed living in the Midlands last year during his loan spell at West Bromwich Albion, and he is keen to get his career back on track away from Manchester.
Sinclair joined City from Swansea City in 2012.
