The 21-year-old, who has a £30m release clause in his contract, is regarded as one of the best young talents in Europe.
It is understood that Barcelona and Real Madrid are both keen to keep him in Spain, while Manchester City have also been linked with a summer move.
However, according to Goal.com, PSG have moved to the head of the queue, with the Qatari-owned outfit ready to make their move.
Isco's current deal runs until 2016.
