The Citizens have also withdrawn their interest, with the Manchester outfit unwilling to swap Joao Cancelo.
Meanwhile, Inter are demanding more for Lautaro Martinez, after the Catalan club offered €70m (£62.8m) plus Semedo.
Semedo has managed three league assists for Barcelona this campaign.
