The Old Lady were prepared to offer Miralem Pjanic as part of a swap deal, but were unable to meet the wage demands of Semedo.
The Citizens have also withdrawn their interest, with the Manchester outfit unwilling to swap Joao Cancelo.
Meanwhile, Inter are demanding more for Lautaro Martinez, after the Catalan club offered €70m (£62.8m) plus Semedo.
Semedo has managed three league assists for Barcelona this campaign.
