Arsenal are allegedly planning to report Manchester City for "tapping up" Robin van Persie.
The Sun claims that the Gunners believe the striker's agent Kees Vos has held secret talks with the Premier League champions.
Van Persie has attracted interest from several top clubs since turning down the offer of a new contract at Arsenal. Manchester United and Juventus have also been linked with bids.
Arsenal investors Alisher Usmanov and Farhad Moshiri blasted the club following its failure to hold on to Van Persie, and expressed concerns about its future direction.
Van Persie has 12 months remaining on his current contract, which Arsenal hope he will honour.
