According to the Daily Star, Barcelona and AC Milan are still hoping to negotiate a deal with City over the next eight days.
While Barcelona will have to make sales before contemplating the potential arrival of Silva, Milan can seemingly be more creative in order to win the race for the 27-year-old's signature.
The report claims that last season's Serie A runners-up are keen to agree a two-year loan deal worth £15m before paying City a further £30m in 2023.
