According to the Manchester Evening News, the Catalan giants have stepped up their pursuit by informing Man City that they will submit a bid before the transfer window closes.
Although Silva featured in the Community Shield and Sunday's Premier League opener, he is reportedly still open to a move to the Camp Nou this summer.
The 27-year-old has scored 48 goals and contributed 50 assists in 251 appearances for the Premier League champions.
