Swansea City's Ashley Williams is believed to be on Brendan Rodgers's shortlist, as are Ajax's Toby Alderweireld and Feyenoord's Stefan de Vrij.
According to The Mirror, Arsenal, Paris Saint-Germain, Real Madrid and Juventus are also reported to be monitoring Richards, who could cost around £15m.
The 24-year-old, who was nominated as a candidate for City's player of the year last season, has suffered from injury this term and made just four appearances.
