Mohamed Sanu got the home side off to a strong start, hauling in a 48-yard pass from Andy Dalton, but Greg Little could not find his way into the endzone, coming up a yard short.
After Giovani Bernard failed to run in, Dalton kept the ball himself, forcing his way into the endzone to put Cincinnati ahead.
Justin Forsett led the Ravens down the other end as they tried to get back on level terms, but the running back was brought down short, before the Bengals got the stop on fourth down.
Baltimore had another chance in the second quarter, but the drive stalled again, forcing the visitors to settle for a Justin Tucker field goal.
Joe Flacco tried to find Steve Smith just before half time to give Baltimore the lead, but the wide receiver could not make the catch, leaving Tucker to add another three points.
