The 40-year-old went into the final round with just a one-shot advantage over Andy Sullivan, but two birdies early on had Westwood four shots to the good after 11 holes when play was suspended due to the threat of lightning.
After what was a four-hour delay, Westwood returned to birdie two further holes as he went round in 68, which left him -18 for the tournament.
Meanwhile, Nicolas Colsaerts, Louis Oosthuizen and Bernd Wiesberger shared second spot, while Sullivan found the water twice on the back nine and had to settle for 13th.
The title was the 41st of Westwood's career and the 13th that he has claimed in Asia.
