The 26-year-old Norwegian - still looking for his first professional win - was just one-under for his front nine at Celtic Manor, but finished with three birdies and an eagle to post a seven-under 64.
England's Chris Wood is tied for second with Richard Green on five-under-par, while Gregory Bourdy, Tjaart van der Walt and Mark Foster are just a shot further back.
Meanwhile, Tommy Fleetwood could not replicate the form he showed in clinching his first European Tour title at last week's Johnnie Walker Classic, as he finished two-over for his first round.
Also below the current one-over cut line is Joost Luiten (+2), Thorbjorn Olesen (+3), Simon Dyson (+5) and Miguel Angel Jimenez (+7).
