The Guatemalan is being touted as a possible replacement for Victor Moses, who is the subject of interest from Chelsea.
The 24-year-old, who plays as a winger, could become the first player from his country to play in the Premier League should Roberto Martinez be successful in attaining a work permit.
However, The Mirror understands that it may be difficult to complete the move as Guatemala are currently ranked 88th in the FIFA rankings.
Pappa, who made his loan move to the Fire from Municipal permanent in 2010, has made 28 appearances for his country.
