The home side made a lively start to the match, and had a chance to break the deadlock less than 10 minutes into the tie when Victor Anichebe tried to smash the ball in from a Chris Baird cross, but it flew well high of the bar.
The Baggies were soon in front though, when Craig Dawson headed the ball past Adrian after Graham Dorrans drifted the ball into the box from a free kick.
Ben Foster came under pressure as West Ham pushed to get back on level terms, but the keeper did just enough to deny Kevin Nolan during a goalmouth scramble.
Nolan did find the back of the net before the break though, as Foster saved an overhead kick from Andy Carroll, but parried it straight to his teammate, who smashed it into the roof of the net.
The visitors continued to press as the break approached, and edged in front when Tomkins rose above Dawson to head a Stewart Downing corner in, giving West Ham the lead for the first time.
