Roque Santa Cruz has travelled to Spain for a medical ahead of a proposed move to Malaga.
The 31-year-old, who has made just 20 appearances for Manchester City, spent last year on loan at Real Betis, where he scored seven goals in 33 games.
The Paraguayan signed for the Citizens from Blackburn Rovers for £17.5m in 2009 after showing some prolific goalscoring form in his two years at Ewood Park.
However, he fell down the pecking order at the Etihad Stadium after suffering a string of injury setbacks and loss of form.
Santa Cruz was then loaned back to Blackburn Rovers in the January 2011 transfer window, but failed to add to his previous tally for the club.
