Former featherweight champion Scott Harrison has been refused a boxing licence by the British Boxing Board of Control (BBBC).
The Scot, who last fought in 2005, has been told that he has not completed the relevant paperwork.
The 34-year-old's career has been blighted by personal problems, including a spell in a Spanish jail.
"They have had every piece of paper they have needed," Harrison said. "I don't know what's happened.
"I am still in the dark about what's happening with my future. I'm shocked. I've got a family and I can't provide for my three kids without getting my licence back.
"I feel confident of winning the world title again and being a three-time world champion, only if the British Boxing Board of Control return my licence."
Harrison has won 25 of his 29 professional fights, with 14 of those victories via knockout.
