The NFL report into the bullying scandal at the Miami Dolphins in the 2013 urges changes in locker room conduct throughout the league.

The NFL report into the bullying scandal at the Miami Dolphins in the 2013 season has encouraged the league to implement new rules to govern the locker rooms in all 32 teams.

The investigation, conducted by Ted Wells, came to the conclusion that offensive tackle Jonathan Martin was the subject of harassment by three of his teammates, but they did not mean to drive him away from the club.

Wells wrote in the report: "As all must surely recognise, the NFL is not an ordinary workplace. Professional football is a rough, contact sport played by men of exceptional size, speed, strength and athleticism.

"But even the largest, strongest and fleetest person may be driven to despair by bullying, taunting and constant insults. We encourage the creation of new workplace conduct rules and guidelines that will help ensure that players respect each other as professionals and people."

Incognito was suspended by the Dolphins as a result of the scandal.
