The wide receiver spent time on the active roster earlier in the season, hauling in nine passes for 102 receiving yards.
The move is to provide cover at the receiver position as LaVon Brazill is listed as questionable for today's contest with a foot injury.
Whalen first joined the Colts as an undrafted free agent in 2012 but spent his rookie season on injured reserve with a broken foot.
