South Korea's Lim Woo-Geun stormed through for gold with an Asian record of 1:34.06.
Germany's Niels Grunenberg was just behind to claim silver, his time 1:34.98 and Pedro Rangel of Mexico took the bronze medal with 1:36.85 ahead of O'Shea.
