Sky Sports News claims that West Brom will pay Wigan £1.5m for the 26-year-old, who is yet to agree personal terms.
He played 37 times last season as Wigan were relegated from the Championship and has made 37 appearances for the Republic of Ireland.
McClean started his career at Irish club Derry City before moving to Sunderland in 2011.
