According to L'Arena, Spurs have identified Kumbulla as a potential addition before the end of the summer transfer window.
The 20-year-old made a positive impression during his first campaign in Serie A, featuring on 25 occasions as Verona spent much of the season in the top half of the standings.
Inter Milan and Lazio are also big admirers of the youngster, whom Verona do not intend on selling for anything less than £21.5m.
