With the club remaining outside of the top four in the Premier League standings, Ole Gunnar Solskjaer will be provided with funds to make fresh additions during the January window.
A new central midfielder is a priority for United, with Saul allegedly being identified as one of the club's priority targets.
However, AS claims that Atletico will demand that the English giants pay the 25-year-old's release clause if they wish to complete a deal at the midway point of the campaign.
The Spaniard also has over six-and-a-half years remaining on his contract, leaving the La Liga side in a strong position regarding the player's future.
United could potentially fund a move for Saul with the sale of Paul Pogba to either Real Madrid or Juventus.
