The top-flight duo have picked out the 29-year-old as a potential summer target, as his three-year stint in Ligue 1 appears to be coming to an end.
Despite having two more years left to run on his current Parc des Princes deal, The Sun claims that Cavani will be involved in a £30m tug-of-war between the English heavyweights.
It is claimed that rumoured incoming Chelsea boss Antonio Conte is a huge admirer of the former Napoli star, while Pep Guardiola - confirmed to take over at City at the end of the campaign - is also thought to be a fan.
