Cycling continues to struggle with widespread doping, according to a report into the sport's history.
The Cycling Independent Reform Commission investigated cycling's doping culture in the 1990s and 2000s, and has criticised the sport's leadership.
Whilst clearing International Cycling Union (UCI) bosses of corruption, the 227-page report said that the governing body turned a blind eye to most doping allegations.
The report also criticises former UCI presidents Hein Verbruggen and Pat McQuaid, saying that they failed to follow anti-doping regulations and showed preferential treatment to Lance Armstrong.
