The quarterback had been listed as questionable after injuring his hamstring during their win over the New York Giants last weekend.
Citing a source familiar with the situation, ESPN reports that the 33-year-old will sit out, allowing Nick Foles to make his first start of the season.
Foles's only win as starter came against the Buccaneers last year.
